Council and Advisory Institutions

The Council of the Centre for Quality Assessment in Higher Education

The Council of the Centre for Quality Assessment in Higher Education (further on – the Council) is the collective management body composed of 11 members appointed for a term of 6 years on the proposal of the Committee for Education, Science and Culture by the Parliament of the Republic of Lithuania, the Government of the Republic of Lithuania, the Ministry of Education and Science of the Republic of Lithuania, the Lithuanian Research Council and the Academy of Sciences, university senates, academic councils of colleges, the National Union of Student Representations, the Council of Culture and Arts, the Lithuanian Chamber of Commerce, Industry and Crafts and the Knowledge Economy Forum.

 

The composition of the Council of the Centre for Quality Assessment in Higher Education is as follows:
Prof. Renaldas Jurkevičius – the member delegated by the Lithuanian University Rectors' Conference; Chair of the Council (appointed until 1st December 2017);
Prof. Viktor Senčila – member delegated by the Rectors' Conference of Lithuanian University Colleges; Vice-Chair of the Council (appointed until 6th January 2022);
Mr. Raimundas Balčiūnaitis – member delegated by the Lithuanian Confederation of Industrialists; (appointed until 2022-01-06);
Prof. Laimutė Balode – member delegated by the Parliament of the Republic of Lithuania (Seimas) (appointed until 2022-01-06);
Mr. Mažvydas Savickas – member delegated by the Lithuanian Union of Students (appointed until 2019-08-15);
Prof. Jūras Banys – member delegated by the Government of the Republic of Lithuania; (appointed until 2022-01-06);
Ms. Nadežda Filipova - member delegated the Association of Lithuanian Chambers of Commerce, Industry and Crafts (appointed until 2020-02-02);
Ms. Roma Survilienė – member delegated by the Lithuanian Council for Culture and Arts (appointed until 2022-01-06);
Mr. Arminas Varanauskas – member delegated by the Knowledge Economy Forum (appointed until 2022-01-06);
Prof. Gediminas Vitkus – member delegated by the Lithuanian Research Council and the Lithuanian Academy of Sciences (appointed until 2022-01-06);
Dr. Albertas Žalys – member delegated by the Ministry of Education and Science of the Republic of Lithuania. (appointed until 2022-01-06).

 

The Council performs the following functions:

1. according to the legal acts elects the Director of the Centre;

2. discusses and approves the vision and mission of the Centre and the strategic plan presented by the Director;

3. discusses and makes proposals on the annual operating plans of the Centre;

4. discusses the organisational structure of the Centre, the regulations of its units and job descriptions, presents them to the Director;

5. discusses and approves the annual operating report of the Centre presented by the Director;

6. prepares and publishes its own annual operating report;

7. discusses the Director’s proposals on the salary amounts of the Centre’s civil servants and employees.

The Higher Education Evaluation Commission

The Higher Education Evaluation Commission shall advise the Centre regarding applications for licences for higher education institutions to provide higher education and to conduct relevant activities referred to as 'the application of a higher education institution' and the external review of higher education institutions.

The Study Evaluation Commission

Study Evaluation Commission (further on – Commission) considers study programme evaluation reports prepared by reviewers and advises Centre for Quality Assessment in Higher Education on questions related to study programmes’ evaluation and accreditation. The Commission discusses reports with a purpose to ensure that they are objective, comprehensive and reasoned. The Commission consists of lecturers, social partners, students of various Higher Education Institutions.

The Study Programme Appeal Commission

Study Programme Appeal Commission (further on – Commission) is an advisory body which examines appeals against results of the study programme evaluation. The higher education institution lodges an appeal in case of disagreement on the study programme accreditation decision that was taken by the Centre for Quality Assessment in Higher education. 

The Commission shall take one of the following decisions – „accept”, „accept partly“ or „reject” – in accordance with the provisions of the Commission’s regulations. The Commission also provides proposals to improve on legal regulations, evaluation process, organization, registration and accreditation of the study programmes, also on appeal‘s procedures.
