Procedures of evaluation.

Under the Higher Education Act /1995/ the recognition of diplomas for a completed level of education shall be done by the Ministry of Education and Science. The applicants are requested to submit for the purpose an original diploma and an academic transcript, subject to consular certification by the authorities of the country of their issue, as well as a translation of these documents in Bulgarian, subject to consular certification by the Bulgarian Embassy in that country. The procedure of recognition is carried out by an Experts Commission composed of representatives of the higher education institutions with academic rank and of experts of the Ministry of Education and Science.

Actually, the procedure of recognition comprises comparison of the most important aspects of the course of studies leading to the higher education qualification such as length, academic content, number of contact hours, final examination/s/ and or defense of a thesis etc.

However, the new Higher Education Act laid down the legal basis for an overall change of the recognition procedure, by introducing the degree system, the academic credits transfer etc. On these grounds, several amendments to the existing documents /decrees, regulations etc./ are expected, thus providing legal basis for approximation of national procedure with the EU-one.
