Access to higher education

According to the Law on Education a full secondary education is the standard requirement for admission to institutions of higher education in Romania. At present, school education in Romania comprises 4 years of primary school education, 4 years of middle school education and 4 years of secondary school education (partly 5 years when combined with professional education). Pupils who graduate from high schools and hold a leaving certificate may apply for admission to the entrance examination to qualify for admission to a short or long-term higher education institution. Available study places are allocated in the order of the examination results.

The enrollment quota in free public university education is set by Government decision every year on the basis of projects and of proposals from the senates of higher education institutions. Admission is given by the institutions of higher education respectively by the faculties themselves.

Foreign students must prove that they have qualified for higher education in the country in which their upper secondary school leaving certificate was issued. A European or International Baccalaureate will also be accepted.

System of "recognition" or "accreditation" of studies completed and credentials awarded within the country: All courses of studies and credentials obtained from a Romanian state accredited higher education institution are recognised by the State.

Access to the professions is based on diplomas awarded by Romanian higher education institutions and is regulated by the Law of Education.

Policy for transfer and recognition of studies and degrees between institutions of the country:

Institutional transfer is possible between institutions of the same type without any special provisions, and among institutions of a different type after passing a number of exams and interviews called diferete.
