Legal status of ENIC evaluation

 

The Slovenian ENIC evaluates diplomas and gives opinion on these diplomas to citizens and institutions. The opinion is not legally binding for the decision makers.

Bilateral agreements
In the process of gaining the status of a sovereign state, Slovenia took over the agreements concluded between the former Yugoslavia and Austria, Italy, Hungary, the Czech Republic, Slovakia, Poland, Romania, Bulgaria, Soviet Union (Valid from 1989 till 1994 but not renewed. It is still in use for the certificates issued in this period or after this period if the schooling took place sometimes in this period.), India, Libya, Iraq, Algeria and Croatia.

 

 

Procedures for the evaluation effective in the Republic of Slovenia

 

Pursuant to the stipulations of the The Foreign School Certificates Nostrification (Recognition) Act, the recognition of secondary school-leaving certificates is under the jurisdiction of the Ministry of Education and Sport. The recognition of university diplomas is done by a respective university commission or a higher education institution.

Respective institutions supply all necessary information about recognition procedures and details on which certificates and documents, including the original school-leaving certificates or diplomas and officially certified translations, must be submitted. According to the recognition regulations, an original diploma (or an authorised copy - identical to the original), three certified translations of a diploma and other material necessary for the evaluation (syllabus, transcript of records etc.) should be enclosed with the application. A diploma has to be translated into Slovenian by a certified translator. A translation of other documents into Slovenian may be required by the institution in charge of the recognition.

 

All copies of a diploma must be certified by a notary in the applicant’s home country. A duplicate of the diploma or a transcript issued by the school/educational institution is also accepted.

 

Legalisation is normally needed for diplomas whose authenticity is questionable.

Legalisation is made pursuant to the Hague Convention (1961) or/and The Legalisation of the Documents in International Exchange Act (1973).

 

Higher education institutions charge fees for nostrification to applicants except the exchange students and applicants from countries which Slovenia has bilateral agreements with.

 

Pursuant to the General Administrative Procedure Act, it is possible to appeal the decision to the Ministry of Education and Sport. Usually the applicants first appeal to the senate of the university.

 

 

Professional recognition

After the recognition of a foreign certificate by the competent institution the applicant is granted the right to independently carry out a profession provided that he/she has passed a special (state) examination after a completed period of traineeship. The decision on whether an individual may actually perform a certain profession is taken by the competent state body. Foreign state examinations are usually not recognized.
