General information about the results of external review of Higher Education Institutions

During the first cycle of institutional reviews which was conducted in 2011-2015, evaluations of 47 Higher Education Institutions (hereinafter – HEIs) were initiated by the Ministry of Education and Science. The Centre for Quality Assessment in Higher Education organized 44 reviews: 23 colleges of higher education (13 state and 10 non-state) and 21 universities (14 state and 7 non-state). According to Procedures‘ for the external review of higher education institution (approved by Resolution No 1317 of the Government of the Republic of Lithuania of 22 September 2010) Paragraph 91, the external review of Telšiai Bishop Vincentas Borisevičius Priest Seminary and Vilnius St. Joseph's Priest Seminary was conducted by Agency for the Evaluation and Promotion of Quality in Ecclesiastical Universities and Faculties (AVEPRO) in its established areas. Review of one HEI were not conducted as it has finished its activities.

As a result of peers’ review 34 HEIs were given positive evaluation, 12 – negative evaluation. Percentage allocation of the results is presented in the Picture No 1.

During the review process of the universities‘ activities, 15 universities (13 state and 2 non-state) were given positive evaluations, 8 – negative evaluation. Percentage allocation of the results is presented in the Picture No 2.

During the review process of the colleges‘ of higher education activities, 19 colleges of higher education (11 state and 8 non-state) were given positive evaluation, 4 – negative evaluation (2 state and 2 non-state). Percentage allocation of the results is presented in the Picture No 3.

During the institutional review, activities of the higher education institution is assessed in the following areas:

strategic management;
academic studies and life-long learning;
research and/or art activities;
impact on regional and national development.

The activities of HEI are given positive evaluation if all the areas are evaluated positively. As it can be seen from the Picture No 4, the areas of „Strategic management“ and „Research and/or art activities” were most often given negative evaluation (in 9 HEIs the area of „Strategic management“ was given negative evaluation and in 4 HEI‘s the area of „Research and/or art activities” was given negative evaluation).

Most of the HEIs, which were evaluated negatively, got negative evaluation in one area, in 2 HEIs two areas were evaluated negatively, in one HEI – all four areas were evaluated negatively. Negative MOSTA‘s evaluation of learning resources caused negative evaluation of 2 HEIs.
