Complaints on the quality of studies

The Centre for Quality Assessment in Higher Education (the Centre) examines complaints and reports on the quality of studies (teaching, conditions, resources) (report form) submitted by individuals:

  • in Lithuanian higher education institutions;
  • in foreign higher education institutions' branches in the Republic of Lithuania;
  • in higher education institutions operating under exile conditions.

Complaints and reports are examined in accordance with The Description of the Procedure for the Examination of Complaints and Reports on the Quality of Studies at the Centre for Quality Assessment of Higher Education, approved by the order of the Director of the Center.

In cases where it is established that the issue under examination is within the competence of another institution, the complaint or report is forwarded to the competent institution.

We suggest that you first try to resolve the issues that arise within your higher education institution by contacting the Student’s representation and / or administration, and if you fail to get answers, contact the outside.

We draw your attention to the fact that you can contact the following institutions on matters related to your studies:

  • We suggest that you contact the higher education institution for these and similar issues: academic assessment (e.g., exam results assessment), requests for refund of tuition fees, complaints about the behaviour of administration staff, teachers or students, etc.
  • We suggest that you contact the higher education institution’s Dispute Resolutions and Academic Ethics commission for academic ethics issues (e.g., academic dishonesty, plagiarism, unfair assessment, etc.). If you disagree with the decision, we suggest that you contact the Office of the Ombudsperson for Academic Ethics and Procedures of the Republic of Lithuania or the court.
  • We suggest that you contact the Student’s Representation for issues related to the quality of teaching, the content of lectures, and improper behaviour of teachers.

 

All the material substantiating the circumstances set out in the complaint or report must be submitted for the examination of the complaint or report.

When submitting a complaint or report on the quality of studies, please indicate whether you have already contacted your higher education institution or another institution (if so, which one) on the issue of concern to you and comment on what was the proposed solution to the situation.

Please send your complaint or report regarding the quality of studies by e-mail to kokybe@skvc.lt, indicating your name, surname, email address and attaching the supporting documents for the complaint or report. By submitting a complaint or notification, you agree that the Center will process your personal data for the purposes of examining the complaint and clarifying information in accordance with the procedure in force at the Center.

Anonymous complaints or reports are usually not examined by the Centre, unless otherwise decided by the Director of the Centre.

 

If the Centre is competent to examine your complaint or report, we will examine it within 20 working days from the date of receipt. The Centre may transfer the information provided in the complaint or report to external evaluation experts, who will pay attention to the circumstances set out in the complaint when evaluating your studies. The Ministry of Education, Science and Sport may initiate an extraordinary evaluation of studies in cases where information is received about non-compliance of the studies carried out with the requirements of legal acts.

By submitting a complaint or report, you agree that the Centre will process (collect, use, store and delete) your personal data (name, surname, e-mail address) for the purpose of examining the complaint and clarifying information in accordance with the rules applicable at the Centre. The data will be stored for 10 years from the date of receipt of the complaint or report at the Centre (the general term set by the Chief Archivist for correspondence documents of the institution). The data may be transferred to other institutions according to their competence (if the Centre is not competent to examine the information indicated in the complaint or report), to inform the Ministry of Education, Science and Sport and the expert group, if your complaint or report creates preconditions for an extraordinary evaluation.
